Annotator provides annotation enabling code for browsers, servers, and
humans.

Annotator has been incubating since 2016-08-30.

### Three most important unfinished issues to address before graduating:

1. Apache Annotator is unable to produce releases due to low activity
2. PMC is largely inactive
3. Motivation to contribute is low due to inability of producing enough
release votes

### Are there any issues that the IPMC or ASF Board need to be aware of?

See above. Unless there is interest by new people to join the project and
help getting out releases, IMHO it would make more sense to retire the
podling, fork it and release it without the three-vote hurdle. We continue
to seek advice on this topic.

### How has the community developed since the last report?

The community has not grown.

### How has the project developed since the last report?

Yarn has been dropped from the project in favor of npm. Since then, a
number of dependabot issues have piled up.

There have been a few mails regarding potentially adding support for the
[Highlight
API](https://developer.mozilla.org/en-US/docs/Web/API/Highlight)
instead of using `mark` elements (while keeking the elements as a
fallback).

There is wider community interest growing around the Web Annotation
specifications again driven by new W3C Web Publishing work rechartering
and
the Readium groups "profiling down" of the [Web Annotation Data
Model](https://www.w3.org/TR/annotation-model/) specification for reading
platforms (many of which are DOM based and could benefit from Apache
Annotator code):

One key thing the community could work toward is building the code to
ingest a full Web Annotation, AnnotationCollection, and/or AnnotationPage
and use the existing selection code to anchor these annotations. The demo
we have now gets pretty close, but developers seem to not be finding
their
way there.

  developers who need "drop-in" annotation help (vs. our current low level
  "advanced" library only)

interest in getting involved in passing.

2022-10-19 — in the Incubator's report

Annotator has been incubating since 2016-08-30.

1. Incubation issues found by Whimsy. Some look correct (i.e. are pending
action from us). Others are things we did when we joined the Incubator.
   - No Software Grant and No IP Clearance Filed - this was done at the
   onset of incubation iirc.
   - No Release Yet/Missing ASF Copyright Headers on Source Code - we
   have made releases, but apparently missed getting headers on
   everything.
   - No Release Yet/Binary has licensing issues - this is likely caused
   by the above.
   - No Podling Name Search on file - we're looking into how to initiate
   that process.
2. We need more (active) mentors...still.
3. Our release process is still cumbersome/lengthy, so we release rarely.

We would like to initial the podling name search if possible. Additional
mentors would also be helpful.

We've heard of a couple more development groups within the community
using Apache Annotator. We're also
close to re-running a release vote in the next few weeks.

We are working (again) to release an 0.3.0 release. The code has been
ready for sometime, but we face
cross-platform build issues and other annoyances which have held it back.

Another project using Apache Annotator recently surfaced (today) and it's
to hear about more momentum in that regard.

We have also learned that Apache Annotator (despite it's pre-1.0 release
status) is already in use in a production ereader web app for epubs.

testing out the project, and providing feedback. However, Node.js
ecosystem
and packaging issues seem to be a barrier for users that will need to be

Community growth for our project has been much slower than expected. We

(and the time prior when Annotator.js and Open Annotation were in full
swing).

The immediate Apache Annotator community has remained quiet,
but interest in Web Annotations (and surrounding technology/specs)
has increased. We hope to tap into some of that new activity in this
second quarter of 2019. Additionally, we hope to do further community

IPMC/Shepherd notes:

johndament: The podling is about 9 months old, no releases, no new committers.
            Low mailing list activity.  Without starting any growth, I'm not
            sure they'll be able to survive.

2017-01-18 — in the Incubator's report

Annotator provides annotation enabling code for browsers, servers, and humans.

Annotator has been incubating since 2016-08-30.

Three most important issues to address in the move towards graduation:

1. Publish a project roadmap to guide us towards a first release
2. Achieve active development cadence
3. Improve project description and clarify purpose on the web site

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

Code contributions at Apache have not yet begun, although the community is
coalescing.

How has the community developed since the last report?

One (1) new contributor has expressed interest on the mailing list.

How has the project developed since the last report?

The initial website is up and all repositories have been created.

2016-12-21 — in the Incubator's report

Annotator provides annotation enabling code for browsers, servers, and
humans.

Annotator has been incubating since 2016-08-30.

Three most important issues to address in the move towards graduation:

1. Achieving active development cadence
2. Attracting new contributors
3. Establishing presence (web, repo, activity)

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

Beginning work within the ASF has been slow (and rather
confusing). Mailing list activity has improved, but still low
volume. Development priorities are still being discussed. We do now
have repositories for code and the website, but are blocked by needing
access to them--the request as been made to the general@incubator
list. However, we have successfully gotten Jira and Confluence setup
for the project and have a promotional web page ready and waiting once
access has been granted. Making the incubation process clearer (and
ideally more automated) would have saved a lot of time and confusion.
That said, our Champion (Daniel Gruno), has been most helpful in
helping us navigate.

How has the community developed since the last report?

Discussions have begun on development priorities. Infrastructure
helped us resolve some outstanding project setup needs (Jira,
Confluence, and git for the web site and code). Once the site is
online, we intend to promote the community more and make concrete
plans out of the proposals made on the mailing list so far.

How has the project developed since the last report?

Same as above. Mostly discussion and infrastructure/access setup--some
still in progress.

None since start of incubation.

One mentor active on mailing lists and another's assistance is referenced
in the board report. Annotator is still getting off the ground. Observed
recent mailing list activity seeking to set a path forward for the project.

 2. Migrate existing community to the ASF

The community has established support for incubation and initial committers
and mentors have been added to project email lists.

How has the project developed since the last report?

Project code identified in our Proposal remains under active development with
some components having achieved new version milestones in the last month.

Committers are working to establish a web presence and code collaboration on
ASF infrastructure.
