## Project Status:
Current project status: ongoing

There are currently 11 committers and 10 PMC members in this project.

Community changes, past quarter:

## Project Activity:
Development continues as we try to break up RAT to allow a quicker release
of any UI (Maven, Ant, CLI). Apart from that contributions are coming in
via GitHub.
SonarCloud integration finished for all Creadur subprojects.
ASF security integrations took place and we are ready for agentic inputs.

## Community Health:
No change - mailing list traffic remains low and discussions happen
on the PRs itself.

## Project Activity:
After the release of RAT 0.18 development on 1.0 continues in the background,
while other activities remain relatively low.

## Community Health:
No changes in community health have been observed.
Development is currently focused on RAT 1.0.

There is no explicit plan to increase interest in RAT.
Previously, I raised the question of whether RAT tooling
should become part of the release tooling process or
be incorporated into the ASF tooling project.

The work on version 1.0 enables a more flexible approach to
integrating RAT into other build and ecosystem tools.
As a result, the Gradle integration remains open and
is awaiting the 1.0 release before being published in a more granular form.

## Description:

## Project Status:

## Project Activity:
Development takes place for a 1.0.0 version with big architectural changes
and the removal of deprecated code parts.
Apart from that we intend to release a 0.18 soon.

## Community Health:
We had some interactions concerning a possible Grails plugin,
that resulted in the architectural changes adressed in the 1.0.0 branch
(a more modular architecture should ease the release of tool specific-
integrations such as Maven, Gradle, CLI et.al.)

Apart from that there was a performance issue solved by a contribution.

Besides questions were answered on how to integrate 0.17 properly.

Overall the situation remains that the PMC is relatively small.
Questions are answered nevertheless.

Issues for the board: RFC: development of RAT under the tooling umbrella?
As the PMC remains to be rather small I'd like to ask the board for
their insight on the future development of RAT.
Would it make sense/be possible to support the Creadur PMC
from the tooling project?

## Project Activity:
Apache RAT 0.17 was released on 2025-10-17 with many new changes and
a new webpage, which was a big chunk of work!
Development of RAT 1.0.0 started with architecture discussions.
Subprojects Tentacles and Whisker remain in dormant mode and mostly
only get dependency updates and infrastructure changes.

## Community Health:
Two new contributors started interacting with the PMC/project in order
to get a RAT Gradle plugin and a RAT GitHubAction.
Unfortunately 2 PMC members resigned just after the release vote started
for RAT 0.17.

The current 0.17-SNAPSHOT is still in development to harmonise
the usage of RAT among all available UIs.
Apart from that maintenance is happening in RAT and its subprojects.

## Community Health:
We are still working on the current 0.17 release.
Apart from final bugfixes and implementation improvements
work on the homepage has started, but is stalled due to the
vacation season.
Mailing list traffic mainly increased due to commit messages.

as we are working on longer running branches, that take in new functionality.

## Project Activity:
Heavy development going on in Creadur RAT to allow more flexibility
and harmonisation among Ant, Maven und CLI runs.
It is so wonderful that we are able to use Github's infrastructure
to discuss on the PR.
Due to the migration of Maven plugins and site-doxia-stack we are
in contact with the committers over there and hope to implement
our 0.17-homepage with the new versions and layout.

## Community Health:
Development of new release still going on.
Due to regressions and a de-facto rewrite of Creadur RAT core
the development takes longer and is still ongoing.
Any requests/bug reports are being handled and discussed properly.

A lot of development is happening at the moment and
will lead to a new release of RAT 0.17 including a major rewrite of
RAT's exclusion and configuration options and
a harmonization of the Ant, Maven and CLI module.

## Community Health:
We had a lot of development activity and
many long running branches/pull requests.
These changes mean code and documentation updates.

## Project Activity:
A lot of work is happening within the effort
to harmonize RAT usage among all CLIs (RAT-323).
Apart from that activity is low.

Recent releases:
- Apache Rat 0.16.1 was released on 2024-01-24.
- Apache Rat 0.16 was released on 2023-12-28.
- Apache Creadur Tentacles 0.1 was released on 2022-10-22.

## Community Health:
No change: Claude is working on the harmonization efforts mainly.
Apart from dependency updates not much happening in the other subprojects.
We hope to release 0.17 at the end of August/start of September
to get morefeedback from downstream consumers and
are looking forward to the summer holidays.

- Apache Rat 0.16.1 was released on 2024-01-24.

Development is going on on RAT 0.17,
while all other subprojects (tentacles/whisker) are mainly in maintenance mode.
RAT will contain lots of changes and enhancements
concerning SPDX and file scanning.

## Community Health:
We experience a lot of dialogue with and help from other projects
that use RAT or provide infra such as maven/maven plugins.
Apart from that a lot of activity is going on via Github pull requests.

## Project Activity:
Apache Rat 0.16.1 was released on 2024-01-24.
Apache Rat 0.16 was released on 2023-12-28.

RAT 0.16 was a major change as the new SPDX feature was introduced.
RAT 0.16.1 is a small feature release and contains multiple changes
to the webpage to further comply with the ASF rules
(added privacy menu item, do not load fonts from Google anymore).

Development on 0.17 started off
as more and more people seem to use RAT from the cli.

Subprojects Tentacles and Whisker are mainly in dormant state,
receive dependency updates but no real code change at the moment.

## Community Health:
We were able to add 2 people to the PMC.

Development skyrocketed compared to the time before 0.16.

Due to some problems in 0.16 we had to provide
a new release 0.16.1 rather quick to address missing information
on the project webpage and fixed the underlying issues.

## Project Activity:
When we wanted to start a new release a lot of contributions
and bug reports and fixes came in. So the project's activity skyrocketed.
Release 0.16 will be created once that contributions stabilized new features.

## Community Health:
With 2 new contributors the project sort of rebooted and
awoke from its dormant state.
The contributors (mainly one) started a lot of discussions
about new features and bugfixes.
This all happens via Github PRs and mail threads.

which was very much welcome by downstream projects.

for a second pair of eyes as there were so many infrastructure changes after
0.13.

Apart from that other Creadur subprojects have been updated in order to fix
CVEs in dependencies.

Since this is a low activity project, a vote was called on the content of this
report as a test of our ability to self-govern. As of the time of posting, we
achieved 4 +1s in less than 24 hours.

We failed to submit our report last time, but reported a month later (in June).

There has been quite a lot of activity in the project since our last
report, in all of our sub projects. There has been discussions around
platform and coding standards.

We have had one release candidate for Apache Rat 0.11, which
unfortunately failed. A second release candidate is currently being
voted on.

One person has volunteered to step up as PMC chair, but a vote for
this has not yet been started.

The project has missed reporting to the board for several months. The
last report was back in November 2013.

November saw some activity with several issues being resolved in Rat.
In December the work of a GSOC student was merged into a branch of our
own SVN repository. After that it's been mostly quiet on the mailing
lists, apart from questions and requests from other Apache projects.
There seems to be an increase in the use of Rat within the ASF.

If the current chair continues to remains absent, we will need some
guidance from the board on how to proceed.

RAT started incubation as a Java library that scans files for known licenses
and reports files that lack any of them.  By now more tools that help
collecting, aggregating and validating licenses have been added.

After some soul-searching the RAT community is preparing to vote on
graduating as a TLP under the name Creadur.  The voting process is not
likely to complete in time for the next board meeting, though.

Rat is (still) a small and mature code base without a clear home at Apache
to aim for.

Unlike the last two quarters there has been some development activity with
commits by four different committers.  Some JIRA issues have been opened and
not all of them have been addressed by now.

2011-03-16 — as RAT, in the Incubator's report

RAT is a Java library that scans files for known licenses and reports files
that lack any of them.  Three front-ends to said library exist in form of a
command line client, an Ant task and a Maven plugin.

RAT entered the Incubator in January 2008.

Two issues have been opened in JIRA, one has been closed as WONTFIX.  No
other activities during the past quarter.

2009-09-23 — as RAT, in the Incubator's report

RAT has been reasonably quiet though the summer of code project has been
very active over at Google. Initial enthusiasm for developing crawling
capabilities was stalled by the lack of quick progress towards a release by
Droids.

Progress on graduation is still stalled by the lack of a suitable TLP to
home the project. RAT illustrates well the inability of the incubator system
to work for existing small but open projects without a nominating TLP. If
Apache wants to accept more projects of this nature, some process rethinking
is needed.
