# Tooling Initiative

## Apache Trusted Releases

We are building the ATR production server and preparing the Beta release. When
ready we will be sending an announcement to all PMCs.

Highlights include:

- Catalog of All ASF Releases including Archived Releases. A complete
  inventory ASF release artifacts was used to build a full catalog. The test
  catalog is available at https://release-catalog-test.apache.org/
- Identifying sub-projects is imperfect and complex. We are prepared to reseed
  after interacting with PMCs once complex sub-project organization is
  confirmed.
- ATR watches svn:dist:release changes using pubsub to capture non-ATR
  releases and archivals.
- Release records are emailed to releases@tooling.apache.org
- Expedited security releases are secret. They are completely private which
  was a challenge.
- Project metadata and policies are derived from DOAP and can be maintained in
  both ATR and .asf.yaml. ATR has a yaml export for projects allowing these
  records to be synchronized.
- Tooling now has a self hosted GH Runner which means that staff remains
  productive despite GH Runner contention.

## Board Agenda Tool

Sander and Thomas have been making a very large number of AI assisted
improvements to the tool related to new agenda creation, presentation mode,
executive sessions, actions without a meeting, and a redesign of the site. The
new UX is on agenda-dev.apache.org Work is being done to fully replace
whimsy's board minutes views with much more accurate history to be fully
hosted on www.apache.org.

## Responsible AI Tooling

We are working with RAI to build out the tooling framework. We added Greg
Stein to the Tooling committee to support work on our model gateway called
LLMAO. llm.apache.org

Tooling has been covering small charges for tokens and hosted LLMs in our
limited budget. These items are now appropriately shifted to the RAI budget. I
would need to review with the Treasurer next month what our spend this fiscal
has been on these items.

Please note that one of the Tooling staff members is now dedicated to RAI.

We are finishing all of the UI improvements and have soft launched Alpha3 in
early June. New features include releasing to a test repository: dist/atr. We
are working delivering important features including a full release catalog and
a .asf.yaml project feature.

### Tooling President's Committee

In order to support contributions to tooling by non-staff volunteers we are
forming a Tooling committee: Dave Fisher, Thomas Neidhart, Sean Palmer,
Andrew Musselman, Alastair McFarlane, Hervé Boutemy, Tamás Cservenák,
Slawomir Jaranowski, and Daniel Gruno.

### ATR Maven Plugin

Some of the Maven PMC have joined with the tooling team to build a maven
plugin that will allow an ATR draft release to be uploaded with a mvn command.

Thomas continues to support BAT as a volunteer and Sander has been working on

### Apache Trusted Releases (ATR)

Our AI driven ASVS L1 and L2 security audit was completed. We are moving
through these issues.

- 9 critical issues - all closed
- 28 high with 22 closed and 1 deferred intil after the beta release
- 78 medium with 25 closed and 13 deferred
- 65 lows with 40 closed and 6 deferred (so far)

The bulk of these ASVS issues lead to improved code quality, security
resilience, and documentation.

We are offering to help PMCs with an ASVS audit.

ATR is part of Infra's new test of MFA login services. It works quite well.

We missed doing a quick Alpha 3 in late March or early April, but early May
looks feasible. Currently we plan to release a near production beta in this
calendar quarter.

This month's report will consist of a quick progress report.

## Apache Trusted Releases (ATR)

Our current development focus includes the following tasks.

1. Our ASVS security review generated about 150 GH issues. We now have less
   than 20 remaining before we re-run L1 and run L2 requirements. The exercise
   has been a very helpful code review.
2. We added the quarantine phase to validate upload artifact archives as safe
   for expansion and free from zip bombs, path traversal, duplicate paths,
   etcetera. This work proceeds with tightening up preparations for a vote.
3. We refactored the codebase for type safety.
4. Preparing for a quick Alpha 3 in late March or early April.
5. Beta is planned for sometime in Q2.

## Board Agenda Tool (BAT)

The reporter.apache.org website is fully integrated. Also, Whimsy is now only
doing minutes views. We are ready to discuss what improvements the new board
of directors would like implemented. We have a test instance for working on
reporter changes and are open to volunteer help.

This month's report will take a different approach as we are celebrating the
first anniversary of our first staff member.

## Staff highlights

### Sean B Palmer

Sean started on February 1, 2025. He has mostly worked on the Apache Trusted
Releases (ATR) platform. He helped the Infrastructure team extensively on the
MFA implementation. He takes meticulous notes on his daily activity which was
incredibly helpful in writing our annual report and blog post.

### Thomas Neidhart

Thomas started on March 1, 2025. He helped establish our initial frameworks.
He then did brilliant and quick work reshaping and completing the core
functionalities of the Board Agenda Tool (BAT). Even though he resigned from
his staff position effective October 3 he has continued to support additional
work on the BAT as an ASF Member volunteer.

### Andrew Musselman

Andrew started about November 1, 2025 as a temporary staff member while we
continued to search for Thomas's replacement. I was intrigued with his idea of
using Agentic AI to analyze software. He has been the main force as we have
iterated on ASVS security analysis of ATR (and now ASF-Quart).

### Alastair McFarland

Alastair joined the staff on December 7, 2025. By happenstance he was
committer #10,000. He has been fantastic so far working on SBOM generation,
dependency analysis, and validation. He also has set up GitHub workflows to
help with publishing workflows to the NX3 upgrade of repository.apache.org.

Our current development focus includes the following tasks.

1. Extending our ASVS security review to include ASF Quart
2. Adding a quarantine phase to validate upload artifact archives as safe for

4. Preparing for a quick Alpha 3 in March.

There is now a tested api for reporter.apache.org to access. The reporter will
be enabled after this board meeting.

Our new team member has settle in. The team is happy to have him. I have
extended our extra developer through March 31, 2026.

## Apache Trusted Releases (ATR)

Our current development focus is on the following tasks.

1. Publishing to Distribution channels with a focus on Nexus3 first
2. Completing the candidate checks in the composition phase
3. ASVS security review and necessary fixes
4. Aligning work issues to completion of features for the Beta
5. Preparing policy discussions related to the ATR

The repository is open for contributions and we have had several third party
contributions, few of which are any good. We have improved our developer
documentation and these are less of a distraction.

## Board Agenda Tool (BAT)

The tool is now stable and nearly complete. There are some improvements
waiting for volunteer developer time. Reporter integration with BAT is
progressing. We have a volunteer.

## Improvements to projects.apache.org and reporter.apache.org

We completed a long discussion on board@ about the reasons and plans for
Tooling to take charge of these services. The plan was brought to
dev@community. We now have the expected volunteer.

With help from many in amplifying our job search we found and contracted a
well qualified engineer. We also contracted a short term engineer. We remain
below the tooling staff budget.

## Apache Trusted Releases (ATR)

The Alpha 2 testers have found several bugs and edges which are repairing.

Our current development focus is on the following tasks.

1. Supporting PMC Alpha 2 testing with bug fixes and feature improvements
2. ASVS security review and necessary fixes
3. SBOM analysis and generation
4. Preparing policy discussions related to the ATR

The repository is open for contributions and we have had one succesful "drive
by" PR and a few bad ones. We are requiring that new contributers introduce
themselves on the dev mailing list. We have had commits contributed by nine
developers.

We plan to add re-platforming of projects.apache.org as part of our Release
Catalog in the Beta development plan.

## Board Agenda Tool (BAT)

The tool is now stable and nearly complete. There are some improvements
waiting for volunteer developer time.

Reporter integration needs to be done which will require careful planning for
re-platforming of reporter.apache.org. An additional volunteer here would be
helpful.

It has become clear that we will need to wait a few more months until we can
focus on this task.

## Apache Trusted Releases (ATR)

The ASF published a blog post announcing the second alpha. The announcement
included information about how to contribute to the stack. The alpha is going
very well.

Our current development focus is on the following tasks.

1. Supporting PMC Alpha 2 testing with bug fixes and feature improvements
2. ASVS security review and necessary fixes
3. Changes needed for proper production configuration

## Board Agenda Tool (BAT)

The tool is now stable and essentially complete. There are some improvements
waiting for volunteer developer time. Please let the tooling team know if
there are any urgent issues.

## Secretary's Workbench

The repository is now open to all foundation members. Per a conversation with
the Chair at the C/C Conference the Roster tool is in scope. While our focus
is on ATR, we will validate if the requirements differ from the current Whimsy
implementations.

We are still searching for a replacement developer. We are getting some
support from volunteers.

We announced a second Alpha at C/C Minneapolis and are preparing a blog post.
A functional MFA is one of our requirements for an integrated Beta and we have
been focusing our efforts the last few weeks on MFA.

## Board Agenda Tool (BAT)

The September meeting used of the new agenda tool. While there are a number of
small improvements in process the tool is nearly feature complete! Going
forward the Chair and Secretary with their Assistants will be the important
stakeholders.

## Secretary's Workbench

Several members of the Secretary's team have confirmed access to the
`tooling-secretary` repository.

## MFA POC Support

The team has helped Infrastructure get to the point of demonstrating required
functionality using Authentik.

## Staffing

One of our team members has decided to resign from the team. We thank Thomas
Neidhart for his excellent work. He has volunteered to continue to support BAT
development as a foundation member.

We have started our search for a replacement developer.

## Apache Trusted Releases (ATR)

We have begin to code SBOM checking process while building release candidates
with a goal to handle various dependency checks like licenses and
vulnerability checks. We will use some third party tools for some of this
functionality. These checks will help the Release Manager learn if there are
license changes or vulnerabilities in their dependencies.

We will be announcing a second Alpha at C/C Minneapolis and are confirming our
list of "Customer 0" PMCs.

## Board Agenda Tool (BAT)

The Board Agenda Tool should be ready to perform almost every meeting step
completely. The September meeting should not require use of the Whimsy tool.

## Workbench

Nothing much to report.

## MFA

It is a priority of the team to have MFA in place before releasing an ATR Beta.
We will be actively assisting INFRA with MFA implementation.

We completed the initial Python CLI Client and Server API endpoints. We added
support for PAT and JWT Tokens. We adding Distribution Channel declaration.
Once that is done we will begin work on GitHub actions and will prepare for a
second Alpha round.

We will initially continue with an implicit identification of products
releases through the ATR.

## Board Agenda Tool

This month the new tool is being used for the whole Board Report cycle. We are
planning for the complete cycle through creating the September agenda.

## Secretary's Workbench

The repository is set up for the Secretary's workbench and later this month we
will review requirements and begin building the tool.

## Operations

### Apache Trusted Releases

We completed a round of updates to the ATR Alpha and have improved Candidate
checks and Voting process.

We've started on a Python CLI Client to the Server API endpoints. This will
enable RMs, GitHub workflows, and the general public to interact with the ATR.

We continued our research on the ASF project count, and while one could
interpret our results as there being at least 1023 "projects". After a
conversation on members@ the conclusion is that many of these are best thought
of as "products'. We will make an explicit or implicit identification of
products part of the ATR. There are PMCs that may release dozens of products
in a release. We will be able to accommodate this.

### Board Agenda Tool

The Vice Chair used the tool to run last month's Board Meeting. This allowed
attendees to follow as they navigated through the Agenda. The experience was
improved.

We have much of the editing capabilities completed, but due to the security
model in BAT we need to wait for Infrastructure to complete a software update
and migration of the ASF's svn servers. This is nearly completed.

# Tooling

The team has been working hard building systems and playing well with others.

## Apache Trusted Releases.

We started an internal Alpha Test at release-test.apache.org with seven PMCs
so far:

- Airflow
- Commons
- Logging Services
- Maven
- Pekko
- Sling
- Tomcat

Great feedback through several issues which we are handling. The Alpha will be
announced to ASF Members once a couple of workflow issues are handled.

We worked with ComDev to enhance their project json feed to include TLPs
without DOAP files. We believe that the 385 projects number is an
understatement. We are planning to make it easy for PMCs to declare projects
in .asf.yaml files.

We are discussing what additional metadata file formats should be maintained
and offered to the public.

We had a discussion with our targeted sponsor about leveraging an update of
repository.apache.org to Nexus3 and how that can enhance release metadata,
sbom generation, and potentially handle multiple distribution channels.

## Board Agenda Tool

The Chair used the tool to run last month's Board Meeting. This allowed
attendees to follow the Chair as they navigated through the Agenda.

We added views of foundation leadership, committees, and committers which are
both generally useful and will support the Secretary's actions when a Special
Order passes.

We are working with Infra so that commits to the agenda will have the correct
author.

## Workbench

We met with the Treasurers and are making plans to support the tooling they
are building to support their operations.

The Tooling team is currently working on these projects.

1. Apache Trusted Release (ATR) platform where we are about to announce an
   Alpha test to the whole membership. This version shows an end to end
   release process that follows current Release Policy.

2. Board Agenda Tool (BAT) where the UX is improved and we are starting to
   show support for agenda updates.

3. Working with Infrastructure on proposed improvements to committee-info.txt
   beyond being a fragile text format.

4. Working with Treasury to provide a framework for their use on a Workbench
   platform.

2025-04-16 — Dave Fisher

The Tooling team is hard at work on our projects.

1. The Apache Trusted Release platform is nearly ready for Alpha level
   user testing of the Release Candidate framework. Alpha testing will
   be in two phases. (a) selected users and (b) open to all members.

2. Board Agenda Tool project has restarted and we have a development
   plan available in the repository.

The team has contributed to Infrastructure on asfyaml, asfpy, and
asfquart.

We are starting plans for the third project, the Secretary's Workbench.
I received a request from the Treasury team for help. The third project
will be recast as Workbench which will be a framework that includes the
Secretary's written by the Tooling team and the Treasurer's written by
them with our support. There will be room for other subprojects.

As part of research into the Agenda Tool I would like to ask Directors
to let me know when and where they read this report.

## Projects

### Apache Trusted Release

We are working on the platform here:
https://github.com/apache/tooling-trusted-release/. We just renamed this from
our experimental area. We are beginning to contribute fixes back upstream to
Infrastructure for some of the required dependencies.

We plan to provide guidance to projects about how to achieve reproducible
builds and produce SBOMs in their specific build pipelines.

### Board Agenda Tool

We will ramp up work on the Board Agenda Tool during this month's board
meeting. The tooling team is now responsible for assuring that
agenda-test.apache.org is running starting from the board meeting. We will
need to work with the Secretary and Chair to make sure that every requirement
is captured.

### Other Projects

There was a discussion after the Member's Meeting about where Daniel Gruno's
asfmm code might land. One thought is that Tooling could become more of a
committee, and could incorporate projects that are supported by member and
staff volunteers. There would need to be thought put into governance if it is
decided to expand tooling's scope.

Tooling Team Report

We are contracting two Senior Software Engineers, Tooling. One started on
February 1, and the other officially starts on March 1. Those are the contract
dates. The team has already established a good working relationship.

1. We have requirements and a framework plan for the first part of the work.

2. Work has started in an "experimental repository".

1. An experimental whimsy installation was created so that we have a working

   are.

3. We will be ready to confirm true requirements once the new Board has
   established itself in March.

Tooling began the interview process for a contractor position - Senior
Engineer, Tooling. We had over 200 applications and despite the holidays we
narrowed our short list to five. We are likely to contract two engineers as
combined with existing Budget plus an expected sponsorship our costs will be
easily covered for at least 2025.

Onboarded as VP, Tooling. Working with the Infrastructure Admin Chris
Lambertus to post the Senior Engineer, Tooling position on Indeed. Worked with
the VP of Fundraising Bob Paulin on two possible funding sponsorships.

Plan for the Tooling position is as follows:
1. Hire for the position. I have some volunteers to help with the interview
   process.
2. Onboarding.
3. Review the status of the Apache Trusted Release initiative and create a
   Statement of Work to incorporate plan and deliverables.
4. Review the state of the Board Agenda tool and then create a Statement of
   Work to plan to deliver the updated tool. We should make progress on this
   list before adding additional tasks.

Several activities have happened since the VP Tooling office creation
and appointment occurred last month:

* A job description for a full-time developer has been drafted and is
  under review now.

* With the assistance of the Fundraising team, we have been put into
  contact with one of our sponsors, to help with the hiring process.

* Coordination with the InfraAdmin to incorporate staffing amounts
  into the (Infrastructure) FY25 budget. Unlike prior years, Infra's
  "Staffing" budget line will move to become part of the Foundation's
  General Administration roll up account.
