The same as the last report - the project is still being used by various
organizations, and we do have PMC members watching things. There is some good
development going on at the primary contributing organization that we hope to
be able to contribute in a few months. I'd really like to get some of that
contributed. It's just hard to make the time to do so.

## Project Activity:
We finished working through CVE-2024-53678 and CVE-2024-53679. We released
2.5.2 on March 24th, 2025, along with individual patches and information on
how to patch existing installations.

## Community Health:
This has become our standard response. Apache VCL is still being used by at
least a few colleges and universities, and though activity is pretty light,
it is not dormant.

## Project Activity:
We are still working toward our next release. However, things have slowed down
somewhat due to one of our core developers taking another job that doesn't
utilize VCL. The developer has mostly stepped away from the project, though
not to the point of resigning. Other developers have picked up the parts he
was working on, but it's caused progress to slow down.

## Community Health:
Having progress toward the next release slow down has been somewhat
discouraging, but the community is still healthy.

We are encouraged by the progress we've made in becoming more active again
after a long period of being dormant.

## Project Activity:

- We have finally started making some progress toward a new release. A plan
  was sent to the dev@ list with several things listed that should be included
  in the next release. We also went through JIRA issues and updated relevant
  ones to tag them with the next release number (2.6). A few of the JIRA
  issues have had commits made to resolve them. All but one of the waiting
  pull requests on GitHub have been handled (the one remaining is by someone
  who is now a committer and PMC member and is unsure about incorporating it
  now).

## Community Health:
The health of the community is improving.  We've gone from being dormant with
no activity to having some traffic on our user and dev lists as well as having
some JIRA and commit activity.

2023-09-20 — Josh Thompson

dormant.  That's where the VCL community is though we have hopes of becoming
more active again.

  numbers over the last few years. There are still people using it. The few
  committers left have not had much time to put toward getting another release
  out, which is why it has now been over 3 years. We realize that is a really
  long time.  We do want to get a newer release out, and have some specific
  things we'd like included in it, but making the time to get it done has been
  difficult.

  to provide support for users of VCL.

Nothing has changed here - VCL continues to be a small but functioning
community. We still have committers, PMC members, and users.  I can't speak
for other community members, but the PMC members have all been pretty heavily
loaded supporting remote computing (VCL's primary purpose) during the
pandemic to the point that it has been difficult to  make time to work toward
a new release.

  started, time to put toward development has been pretty low. We hope to be
  able to focus more on development once things start to slow down for the
  semester and then work toward getting another release out.

## Description:

## Project Activity:
- Last release: 2019-07-25
- VCL is software for running a private cloud and is uniquely suited for
  universities. With university instruction moving online due to COVID-19
  we've seen a notable uptick in interest in VCL. Traffic on our user list and
  in our IRC support channel is up significantly.
- VCL is mainly run on CentOS. There are some changes in CentOS 8 that we are
  working through in order for VCL to run on it. Once we work that out, we'll
  be getting a new release out.

## Community Health:
-The health of the VCL community is good even though we are small. Hopefully,
 we'll pick up some more participation with the increased interest in the
 project.
- There are 3 committers not currently part of the PMC. We are in the process
  of voting to invite one of them. The other 2 have not been heard from in
  over a year. If they become actively involved again, we'll definitely
  consider inviting them to be part of the PMC.

- Our previous board report specified there are two people that could be
  potential committers. Nothing has been received from them in since the last
  board report. We will continue to look for opportunities to engage with them
  in an attempt to get them more involved, hopefully leading to becoming
  committers. The comments on the last two reports suggested to add people
  sooner rather than later. I think this is a great model, but I also think
  that needs to be balanced with having a higher commitment to the project
  than just contributing something once. Do you have any suggestions on what
  would be the minimal someone should do to be considered for a committer?
- As explained in the Health report point below, work has slowed with the
  start of university semesters. We are hopeful these two people will have
  more opportunity to engage as things pick up toward our next release.

## Health report:
- Committee Health score: -2.65 (Action required!) - The report generator tool
  lists VCL as having a low health score. The VCL project has had very slow
  progress in the last few months, but that does not mean no progress. Most of
  the committers involved in the project work for universities and have had
  other responsibilities take priority at the beginning of the fall semester.

 - Development of VCL 2.5 is pretty much complete. A discussion thread has
   been started. We anticipate and hope to begin the vote on a release
   candidate this week.
 - Apache VCL has been using some cryptographic functionality for quite some
   time but we recently became aware of the ASF's crypto guidelines and
   requirements [1]. This is being discussed on our dev list. We are working
   through the legal terminology and will consult with the legal-discuss
   list if necessary. Regardless, it would be helpful to our project and I'm
   sure others if the ASF crypto page [1] was updated. It includes some
   outdated links and information that is no longer correct since the BIS
   has updated the regulations multiple times since the page was written. I
   tried to explain some of what I found in the thread [3]. We'll pass any
   information which may be helpful to the pertinent list or Jira issue.

 - The health is stable. I'd like to see development interest from
   additional people and more participation from some current committers /
   PMC members. We've discussed ideas on our dev list and I've included

## Description:

## Issues:

## Activity:
- Code for the upcoming release is just about complete.
- The most significant new feature is support for automatically joining an
  Active Directory domain when a Windows image is loaded. This is complete
  but needs a bit of testing.
- Work continues on documentation. We are starting fresh using a VCLDOCS
  Confluence space created long ago but never really used. This is making it
  easier to keep track of what has been reworked rather than trying to
  update and sort out all of the old, disorganized pages. Pages will be
  moved en masse once enough content has been updated and organized to
  surpass the old docs.

## Health report:
Overall, the health of the project is fair but could be improved. I think
there are a few factors that have limited the appeal of potential
contributors:
- Poor documentation. Hopefully our updated documentation will increase
  interest. This alone, however, won't likely make a huge difference. There
  are other projects with poor documentation that draw a respectable amount
  of development contributions.
- Staleness. The codebase does not use any of the modern frameworks of the
  month. It's basicly old fashioned PHP and Perl. There are some JavaScript
  components, but these mainly use the Dojo Toolkit which seems to be losing
  popularity. We could think about a significant rewrite and use things such
  as Angular, Laravel, etc.
- Marketing. The project began at NC State University and still has a strong
  NCSU relation. Years ago, leaders at NCSU along with colleagues at IBM did
  a great job spreading the word about VCL to other universities and
  contacts. Many of these people have either retired or moved on to other
  roles. Regardless, NCSU's past marketing is appreciated but this is the
  PMC's responsibility. We need to work to think of ways to make the project
  more attractive to contributors and to communicate it. Someone recently
  mentioned VCL in a thread on a higher education list hosted by Stanford. I
  have alerts set up for such occurances and responded with additional
  information. We should do a better job monitoring other lists and venues
  including other ASF projects for opportunities. VCL also integrates with a
  number of other technologies. There may be opportunites to have the
  project included on other website's such as the "Applications using
  libvirt" page. [1] This will be discussed by the PMC members.

  coding work afterwards.

 - Work has continued to complete the VCL 2.5 release. A member of the
   community submitted a patch to add Active Directory support [1] in April
   2015. We decided to include this in the release because it will be a
   useful feature to many. Including this feature also may help encourage
   contributions like this as we work to strengthen the community. Much of
   the recent development has been to incorporate this into trunk.
 - Some members of the community have been discussing the possibility of
   adding Apache Guacamole support. [2]
 - Another member may be contributing some advanced networking features. [3]

## Issues:
 - There are no issues requiring board attention at this time.

## Activity:
 - The community had a fairly lengthy and productive discussion regarding the
   health of the project. [1][2] Some good ideas were expressed for how to
   maintain and improve the health. It is now up to us to actually implement
   these ideas. We will try to work on this over the upcoming months.
 - Work is underway to clear out the few remaining open Jira issues for the
   next release, VCL 2.5. This is mostly janitorial work. No significant code
   needs to be worked on. We hope to begin the release process this month.

- Committers are trying to wrap up bug fixes and a few new features to be able

  community on how to get more people involved in the project [1][2].

Project activity has been down over the last year. We have created a thread
[1][2] on our user and dev lists to address this issue. Some ideas on why
activity has been down that are discussed in the thread are lack of
documentation on using and contributing to VCL, lack of vision on where VCL is
headed, and lack of exposure to new people. I encourage the board and ASF
members to review this thread. Any comments or suggestions sent to any of our
lists is extremely welcome.

## Activity:
- There are a few minor issues to finish up for the next release, Apache VCL
       2.5. The only showstopper is an issue to resolve related to the
       addition of Windows 10 support in the upcoming release [1]. We had
       hoped to release 2.5 by the end of the year but this will have to be
       pushed back until after the new year.

## Health report:
- User list traffic has been surprisingly low since July. Our last release
       was in April and we saw an expected increase in traffic the following
       from April to June as users upgrade.  I would have expected traffic to
       taper off more gradually.
- Dev list traffic has been about normal considering we haven't had a flurry
       of activity preceding a release.
- I am concerned about stagnation and level of diversity among the project's
  committers and PMC members. These concerns were brought up on our dev list
  in a thread I started earlier this week to discuss this report [2].
  Unfortunately, I failed to give the community much time to respond before
  this report was due so I'm hopeful more replies will come. Two
  committers/PMC members did share my concerns. One person shared a possible
  contributing factor [3] but no ideas were expressed as of yet on how to
  improve it. I do have some ideas we could try but wanted to first solicit
  input from others to get an idea of the level of interest and engagement. I
  would like the community to attempt to discuss this further and try to work
  to improve the health between now and when our next report is due in March.
  At this time, I do not feel intervention from the board is required. That
  said, we would certainly welcome any input from members who want to chime
  in on our dev list with advice or bring up topics more appropriate for the
  PMC to discuss on our private list.

- The Apache VCL community had previously decided to release a minor
bugfix-only VCL 2.4.3 release in order to facilitate a transition from
Subversion to Git. It was decided that adding support for Windows 10
images was worthwhile. Since the upcoming version will contain new
features, it will be version 2.5. Work is nearly complete.

## Health report:
- Traffic to the dev@vcl list is down from the previous quarter because
there was a flurry of activity in March and April while we prepared VCL
2.4, 2.4.1, and 2.4.2. I expect traffic to increase over the next month as
VCL 2.5 is finalized.

   fairly complex addition and required additional time to work our some

  support. There was general agreement to go this direction.
* There has been an increase in the amount of development interest and

* Traffic on the lists has been fairly high, mostly due to questions related
  to recently released VCL 2.3.
* Development is still in the beginning stage for the VCL 2.4 features. Most
  development has been devoted to bug fixes.
* One of the committers is working to develop code to provide a VCL block in
  Moodle. Some licensing concerns arose from this due to Moodle's GPL

DESCRIPTION
VCL is a modular cloud computing platform which dynamically provisions and
brokers remote access to compute resources including virtual machines,
bare-metal computers, and resources in other cloud platforms. A self-service
web portal is used to request resources and for administration. VCL became a
TLP on June 20, 2012.

CURRENT ACTIVITY
* The community is working to complete the post-graduation tasks with the
  help of Infrastructure. [1]
* Mailing lists have been moved to vcl.apache.org.
* PMC and private list have been established.
* Repository has been moved.
* Project website will be migrated from Confluence to the CMS.
* Attempted to release VCL 2.3 in June but bugs were found which required
  new release candidates. Decided to hold off until after graduation. A vote
  to release VCL 2.3 is currently underway. It will likely be released
  before the board meeting.

2012-05-16 — in the Incubator's report

VCL has been incubating since December 2008. VCL is a cloud computing
platform for the management of physical and virtual machines. It provides
comparatively easy and simple base line install with a end-user self
service interface.

New Committers

The Apache VCL community recently added James O'Dell from California
State University at Fullerton as a committer. We welcome James and look
forward to his expertise and knowledge to help advance VCL project and
community.

New PPMC member

The Apache VCL PPMC recently added Aaron Coburn as a new PPMC member.
The current PPMC welcomes Aaron.

Community Involvement

- The Apache VCL community is a growing community with global interest
  from Education and commercial entities.
- The community is fast to respond to user questions and discuss design
  ideas in a respectful manner.
- We have seen cross project interest as through a contribution of a
  VCL driver to the Apache LIBCLOUD project.
- There are community members that have expressed interest in becoming
  committers. They are working through their initial contributions. We
  look forward to hopefully bring them aboard.

Releases

- Our next release has been delayed from our previous board report.
- This 2.3 release is a very large release, including bug-fixes, support
  from kvm, VMWare vcenter, multi-lingualization, and approved
  contributions from the community.
- We are in testing now and hope to generate a 2.3 release candidate in
  the next few days.

The Apache VCL 2.2.1 version was release on April 8th 2011 and addressed
bugfixes and minor improvements.

Our next release Apache VCL 2.3 is on track and we are targeting late fall
timeframe. New features planned include support for the KVM hypervisor which
is to be contributed by the community. In addition to KVM, the committers
will address server loads, and the improvement of cluster reservations.

some of the delay. Additional delay was due to a bug found after the release
voting took place, requiring a new round of voting.
